State Agricultural Management and Extension Training Institute

World Bank mission on NATP has identified a need to establish a SAMETI  in each project State to support the ITD component of NATP in the State. Due to changes envisaged in the role of extension and research under NATP there is a need to change the knowledge, skill and attitude of the field level extension functionaries of the line departments in each NATP project district as regards to technology and extension management principles in the field of research and also extension. At present no individual institution in the State of Andhra Pradesh is capable to deliver the goods at the desired level. The entire scenario in the arena of training needs is expected to undergo a sea change in the context of the principles enshrined in the NATP project document. 


 

Background of SAMETI

In order to successfully combat a large scale frequent pest and disease outbreak, which has become a common feature in the state , a training centre in Plant Protection has been established as Plant Protection Training Centre ( PPTC) in 1965 with a view to build a cadre of well informed and competent technical personal for effectively tackling crop pest and diseases. The Institute was renamed as State Institute of Plant Protection and Pest Surveillance ( SIPP & PS), with a view to emphasis on Pest Surveillance. The centre has been progressively developed into full pledged state level "Agricultural Staff Training Institute" ( ASTI) by merging the Soil Conservation Training Centre ( SCTC) at Hyderabad during 1989. Again in the year 1999, the institute was upgraded and converted as an autonomous body as State Agricultural Management and Extension Training Institute ( SAMETI) under National Agricultural Technology Project (NATP) of World Bank and will be nodal agency for the Agricultural Technology Management Agencies ( ATMAs) of the entire state. Andhra Pradesh is one of the 6 states ( Andhra Pradesh, Bihar, Himachal Pradesh, Maharastra, Punjab and Orissa ) in India selected under NATP programme . as per G.O.62, A&C Dept., dt. 3.3.2000 and registered under societies act., to impart training to departmental officers in disciplines like Agronomy - I, Agronomy. II ( Weed Science ), Entomology, Extension, Pest Surveillance, Plant Pathology, Soil Science, Plant Protection Methods, Soil Conservation and Agricultural Engineering. A computer Lab. was established in 1998 under the A.P.A.H.R.D. Scheme.

Aims and objectives : To develop systematic linkages between District, State, Regional, National and      International Institutions of outstanding accomplishment in the filed of Agriculture. Extension Management.

To gain overall insight into Agricultural Extension Management systems and policies together with operational problems and constraints at each step and stage.   

To identify, appreciate and develop modern management tools, techniques in problem - solving approaches and utilizing the mechanism of personnel management, resources management, input management and finally the conflict management at the organization level.

To develop skills in organizing need based field programmes for training and retraining of Senior and middle level functionaries for executing extension programmes.

To conduct programme oriented researches  in the area of Agricultural Extension Management as a sequel to provide feed back to training programmes.  Such kind and types of researches will generally be undertaken on the recommendations and issues emanating from training and vice-versa.

To serve as repository of ideas and develop information with regional, national and international communication and documentation services etc., in regard to the subject of Agriculture. Extension management.  

To forge linkages with national and international institutions under suggested programme of Institutional collaboration and employment of consultants.
