MINUTES OF THE NATIONAL WORKSHOP ON  ‘DAESI’

HELD AT MANAGE, RAJENDRANAGAR HYDERABAD

ON 12th SEPTEMBER, 2005

 

Shri A.K. Agarwal, IAS, Joint Secretary (Extn.), Ministry of Agriculture, Govt. of India chaired the workshop .

 

I.  Participants

 

Participants are from different States and organizations
representing State Departments of Agriculture, State Agricultural Universities (SAUs), SAMETIs, Consultants, Facilitators who are handling DAESI programme in Andhra Pradesh, faculty of MANAGE and first batch participants of DAESI.  The list of participants is appended.

 

II.  Items discussed

 

  1. Shri K.V. Satyanarayana, IAS, Director General, MANAGE given a detailed presentation on the concept, methodology and operationalisation of DAESI which is being pilot tested in Andhra Pradesh and Tamil Nadu States.  He stressed the need  for generation of general and
    location specific reference material for this course.

 

  1. The Joint Secretary (Extn.), Govt. of India after getting some more clarifications on operationalization issues and evaluation procedures etc.  from the Director General,  Principal Coordinator and sought the views of other participants.

 

  1. Dr. K.A. Ponnusamy, Professor (Agri. Extn.), TNAU, Tamil Nadu  who is Incharge of DAESI program in Tamil Nadu opined that the cooperation from the state departments of Agriculture in enrollment and university in providing resource personnel is required for success of the program.

 

  1. Dr. P. Raghva Reddy, Director of Research, ANGRAU, Andhra Pradesh assured all the help in providing accommodation wherever needed and also for providing resource persons. He also opined that as the program is on holidays, it will not interfere with their routine activities.

 

  1. Dr. K. Chandrasekhara Rao,  Director (Agri. Extn.), ANGRAU, Andhra Pradesh opined to involve KVKs and DAAT Centers for organizing DAESI programme at district level.

 

  1. Dr. G. Prakash, Director of Agricultrue, Karnataka  while appreciating the concept promised to pilot-test it in Karnataka State by seeking cooperation from University  of Agricultural Sciences (UAS), Bangalore and Dharwad  by linking with ATMA wherever possible.

 

  1. Dr. K.F. Patel, Director of Extension, Gujarat Agricultural University, Anand, Gujarat  opined to recast the fee structrue so as to make it affordable to small dealers in rural areas.  He also appreciated the efforts of MANAGE for developing the DAESI concept.

 

  1. Sri Sachitra Kumar Patra, Director, IMAGE, Orissa, expressed positive attitude about the concept and promised to start a batch at the earliest.

 

  1. At this stage, there were discussions between the Facilitatros, faculty of MANAGE and other participants on various related issues. 

 

 

D.G., MANAGE opined to start batches at quarterly interval instead of starting a batch as and when sufficient number of participants are enrolled. 

 

DG also opined to involve multi-national companies who are dealing with Agriculture Inputs, for extending financial support to their dealers.

 

Besides, reduction of fee by reducing some facilities ‘or’ by enhancing  membership in a batch, providing some subsidy from Govt. side are some of the issues came for discussion.

 

During interface with First Batch Diploma holders, certain issues like making the Diploma compulsory, sanction of loans to needy DAESI dealers from financial institutions as in the case of Agri-Clinics &
Agri-Business Centers Scheme, involving DAESI dealers in supplying inputs under departmental programmes came for discussion.

 

The Joint Secretary (Extn.), Ministry of Agriculture, Govt. of India
summed up the issues emerged from the workshop as under :

 

(i)                While stressing the need to spread this unique programme across the country,  he expressed that it is too early to make this Diploma compulsory to obtain license to do business in Agriculture Inputs.   After training 30 – 40% dealers on voluntary basis, this issue
can be reviewed;

 

(ii)               The importance of a facilitator in enrolling and coordinating the course is noted;

 

 

 

(iii)             The programme may be launched in other States by State Agricultural Universities (SAUs), SAMETI, KVKs / District Training Centers,  ATMA districts etc., in collaboration with MANAGE  particularly the States of West Bengal, Andhra Pradesh, Gujarat, Maharasthra and Karnataka where Input Dealers area one of the dominant sources of dissemination of Farm Information;

 

(iv)            MANAGE to initiate action for production of reference material;

 

(v)              MANAGE to arrange a meeting of multi-national companies and negotiate for their involvement;

 

(vi)            MANAGE to examine the issue of fee reduction by cutting down the costs, if any  ‘or’ by enhancing membership in each batch;

 

(vii)           Other issues like, subsidizing fee, advancing loans to DAESI dealers by the financial institutions as in the case of Agri-Clinics & Agri-Business Centres Scheme,  involving DAESI dealers in supply of inputs under departmental schemes and programmes etc.,
are policy issues requiring decisions at  Government level.  Necessary action to be initiated at Government level.

 

The workshop is concluded with the vote of thanks proposed by
Dr. M.N. Reddy, Director (Agri. Extn. & Commn.) & Principal Coordinator of DAESI programme.
