KISAN KI MANDI (RYTHU BAZAAR): A Concept for
Market-Driven Agricultural Development
MANAGE, as a part
of its activities has evolved a model concept of the Kisan ki Mandi or the Farmer's
market. This is based on the initial experiences of States like Punjab and Andhra Pradesh.
The basic concept
hinges on the objective of building up farmer's prosperity. All these years farmers have
been performing the role of producers of commodities. Though over the years, through the
extension guidance provided to them they have excelled in increasing production, but their
prosperity has hardly been transformed. This is due to their lack of knowledge and control
on the marketing of their produce. As such Kisan Ki Mandi is an exercise to build up
farmers orientation to market and in turn to increase their income and prosperity.
Hence, the
essential philosphy behind the above model is to help the farmers not only to control his
production of commodities but also to take the role of seller of his produce in the
market. This would lead eventually to build up farmer's prosperity and consumer
satisfaction. This is also a mechanism to avoid middlemen and help consumers by providing
fresh products from the farm.
Objectives
The idea of
establishing Ryuthu Bazaars was to achieve the following objectives:
To create a venue for farmers to
sell their own produce directly to consumers.
Help consumers buy fresh items at
comparatively lower prices from the producers directly.
Act as a hub for various activities
related to farming, farm families etc.
Help stabilize prices in other
related markets
Provide an understanding of consumer
needs to the farmers and help dovetail the production system to the consumer requirements
Help producers of specific products
( not generally grown in an area but having a demand) come from distant places and sell
their products.
Help the local administration
streamline all operations relating to marketing, at one place.
Commodities
to be marketed :
All commodities
that a farmer and his farm produces will be marketed in the Kisan Ki Mandi. It would
include vegetables, flowers, fruits, cereals, eggs, milk, meat, Honey, seeds, saplings
etc.
Apart from the
above all products that the farmer needs for their production _____ would be provided in
the Bazaar.
Various services
required for both the consumers and sellers will be provided on cost basis at the Bazaar
such as Bank, STD Booth, etc. Over a period of time, all the Bazaars would be connected
through internet facilities with prices across the various markets available on board on
an on-line basis. This would help change the present role of farmer from just producers to
marketers and enable them to decide the best place to sell the produce on a given day.
Due to the
convenient interface between consumers and farmers the needs of the consumers also direct
the farmers to replan the farm production strategy making it market driven.
The Kisan Ki
Mandi's are farmer owned and farmer managed with government falicitation in the
initial years. Accordingly, only farmer will be permitted to market their produce by issue
of Identity cards.
The government
will provide a one time of the capital for infrastructure and over the years the model
envisages self-sufficiency in its operation and management.

Programmes for Block Technology Teams Under NATP (Maharashtra)

Two
training programmes for Block Technology Teams under the National Agricultural Technology
Project (NATP) were organised at Mahatma Phule Krishi Vidyapeeth (MPKV) Rahuri (Dist.
Ahmednagar) during July 19-24, 1999 and July 26-31, 1999. The first programme was
inaugurated by Dr.Subhash Puri, Vice-Chancellor, MPKV Rahuri with the latter by
Dr.S.S.Magar, Dean, Faculty of Agriculture and Director of Extension Education
MPKV, Rahuri.
In all, 45 block
level officers from concerned departments namely, agriculture, Horticulture, Animal
Husbandry, Veterinary, Sericulture, Fisheries, Social Forestry and Krishi Vigyan Kendras
attended the programmes.
Objectives:
The programmes
aimed at orienting the participants towards the conceptual and operational details of NATP
and sensitising them about various components of NATP. The specific objectives of the
programmes were:
To understand the concept of NATP
To know about the process of
preparation of Strategic Research and Extension Plan (SREP)
To learn the techniques of
preparation and implementation of Block Action Plan (BAP)
To develop practical skills and
techniques of preparing SREP and BAP V. To understand the roles and responsibilities of
BTT in the field application of BAP
Design:
The programme
contents were covered through lecture-cum-discussion sessions, group tasks, group
assignments and field visits. During fields visits the participants adopted various PRA
techniques like group interviews, transect walks, ranking etc. The field visits enabled
the farmers to appreciate the field problems, identify solutions and alternate production
strategies. Necessary training input was provided by MANAGE facilitators.
Following the
field visit, the participants were put in group exercise for preparing a plan of
activities to be included in the BAP. In the back-at-work plan session, they put forth
their roles and responsibilities in NATP in general and preparation and execution of BAP,
in particular.

Facilitators development Workshop
MANAGE organised
a 'Facilitators Development Workshop' during August 30-September 4, 1999 with the
following objectives: 1. To exchange views on emerging subjects in the area of
Agricultural Extension Management and allied areas. 2. Orient participants to the new
series of programmes on 'New Dimensions of Agricultural Extension Management' and MANAGE
philosophy for organising these courses. 3. Discuss/ develop and finalise inputs for
different modules to be incorporated in the Banner programmes 4. Identify new
consultancy-cum-training and research projects in different states for future
collaboration with MANAGE. The workshop was attended by 29 facilitators from different
states. During the workshop, the facilitators also interacted with external resource
persons viz. Dr. Shaul Manor, Mr. Yoseph Elkana from Israel, Prof. K.S. Bhat, Director,
Centre for Strategic Direction from Bangalore and Dr. B.R.Virmani, Director, Centre for
Organisational Research & Development(M). A visit was arranged to the Rythu Bazar at
Mehdipatnam and National Informatics Centre (NIC). The workshop was coordinated by Dr.
B.D. Tripathi, Deputy Director, MANAGE. IV Banner Programme New Dimensions in Extension
Management
MANAGE has
launched a series of programmes on " New Dimensions of Extension Management" for
Joint Directors/District Level Officers/ Heads of Agriculture and allied departments in
different states. The purpose is to orient senior Agricultural Extension personnel to key
issues in extension management.
Objectives
To explore the developmental issues
related to agricultural extension management in the context of past, present and future
scenario;
To identify crucial areas in
man-management at the district level and develop skills in handling them;
To understand the importance of
cyber-extension in the context of agricultural extension management;
To identify certain specific issues
for attention related to specific geographical situation or policy interventions
The contents of
the Programme include Extension Management - background and future challenges; Man
Management; Cyber Extension; Agri-Business Scenario; Natural Resource Management/ Social
Resource Management; Concept Nursery; New Extension strategies like Ryuthu Bazaars etc.
Programmes under this banner have been organized in Kerala, Karnataka and Jammu and
Kashmir.
Seminar Towards Vision 2020 AP
Agriculture
A one day seminar
"Towards Vision 2020 A.P. Agriculture" co-sponsored by MANAGE, Society of
scientists for Advancement of Agriculture, and Farm and Rural Science Foundation,
Hyderabad was organised on July 31, 1999 at MANAGE. There were 52 participants who
included internationally renowned scientists in the field of agriculture and members of
the Society, Commissioners of the Dept of Agriculture, Horticulture and other officers of
A.P. Govt., faculty of ICRISAT, ANGRAU, ASCI and MANAGE. The objective was to present a
total perspective of A.P. agriculture from the point of view of developing an effective
strategy and address how the vision could be realised. The papers focused upon the trends
of growth, interrelationships to develop this core sector, make an analysis of the present
framework and address how the vision could be realised. The seminar was divided into five
technical sessions dealing with the broad framework of agricultural development,
agri-business, agri-industries scenario; horticulture; husbanding of crop resources; water
resources; and dryland agriculture.

for Joint Directors/District Level Officers/ Heads of Agriculture and allied departments
in different states. The purpose is to orient senior Agricultural Extension personnel to
